Considering the COVID-19 situation, different state governments have laid out their respective protocols for passengers arriving at their airports, or people who are travelling or migrating in current situation of pandemic.

Before you travel, make sure to read and understand the complete guidelines of the city/state you are travelling to and comply with the same so as to ease your travel plans.

Delhi

Gujrat

Effective from 01 Apr 2021. All Passengers arriving into Gujarat from any state will have to mandatorily carry negative RT-PCR certificate. For more information Click here.

Ahmedabad:

Health Screening:

1. Thermal screening shall be done for all passengers.

Passenger Obligation:

1. All passengers arriving into Gujarat are compulsorily required to posses negative RT-PCR certificate done not more than 72 hours before commencing the journey from an ICMR approved lab. RT-PCR timeline starts from the swab collection time.

2. Children below the age of 12 years will be exempted.

3. Any passenger without certificates will not be allowed to board.

4. RT-PCR testing is available on arrival.

5. Any erratic reading in the temperature or if any symptoms of COVID is seen, the passenger will have to get the test done at the airport at their own cost.

6. All passengers must download Aarogya Setu App.

Quarantine:

Domestic Passengers:

1. All passengers arriving into Gujarat from other states will have to be screened compulsorily.

2. Passengers who don’t come with the negative RT-PCR certificates can get the test done at the airport on arrival at their own cost .

3. The passengers will be retained till the test results are out which will take about 6 to 7 hours.

International Passengers:

It is mandatory for all international passengers arriving at Surat to fill online ‘Novel corona self-reporting form’ and to download ‘SMC COVID-19 Tracker’ app  by clicking on below mentioned links:

 Airlines Obligation

1. Ensure the availability of arriving passenger data to SMC Officers.

2. Providing the hard copy of Passenger Manifest to on duty SMC officers at Surat Airport regarding arriving passengers on timely manner.

3. Airlines NOT TO ACCEPT ANY PASSENGERS, TERMINATING or TRANSFERRING, if they aren’t in possession of the said document from the point of origin. 

4. Sending soft copy of Passenger Manifest to SMC commissioner on daily basis on below mail:

4. Any default by the airlines will be penalized as per AMC personnel.

Airport/State obligation

1. Thermal screening shall be done for all passengers.

2. The airport staff will be responsible to ensure that all the Covid protocols are followed religiously.

Andaman and Nicobar Island

Port Blair:

Effective from 16th April 2021, Rapid Antigen test shall be conducted on all incoming passengers at the Airport, free of cost. This will be in addition to the mandatory RT-PCR negative test report to be carried by the passengers. For more information Click here.

Health Screening:

1. Rapid Antigen test will be compulsorily done on arrival at the Airport for all passengers (In addition to the mandatory RT-PCR report carried by the passengers).

2. Passengers carrying RT-PCR report NOT older than 48hrs from departure can proceed with onward journey.

Quarantine:

1. Passengers who are tested positive by the Rapid Antigen Test shall be kept under Institutional Quarantine as per Standard Operating Procedures (SOPs) in Government facilities or will have the option to stay in identified
hotels on payment basis.

2. No institutional or home quarantine for passengers with negative RT-PCR test report.

Passenger Obligation:

1. All the inbound passengers are hereby directed to cooperate with the officials performing the test at the airport.

2. All passengers arriving from any state, effective from 26th December 2020, need to carry RT-PCR negative test report issued from ICMR approved lab, subject to condition that RT-PCR test should have been taken within 48 hours prior to departure.

3. HAND WRITTEN REPORTS ARE NOT ACCEPTABLE .

4. Any passenger arriving without RT-PCR negative test report will be deported on the same flight.

5. All passengers travelling to/from Port Blair should report at least 3 hrs prior to the scheduled departure time as per the MOCA Order under Covid-19.

6. Travel to North, Middle & Little Andaman Island is not permitted for tourism purpose till further orders.

7. Infants below 1 year are exempted from testing.

8. All passengers must download Aarogya Setu App

Haryana

Health Screening:

1. COVID Test is not required.

2. Thermal screening will be done for all passengers upon arrival.

Quarantine:

No Quarantine.

Uttar Pradesh

The Uttar Pradesh government announces quarantine and COVID testing related regulations for passengers arriving from Maharashtra and Kerala.

Thermal screening will be done for all passengers.

Quarantine:

International passengers: 07 days of Institutional Quarantine followed by 07 days of Home Quarantine

Domestic passengers: 14 days of Home Quarantine

Exception to Quarantine:

Passengers exiting Uttar Pradesh within 7 days of arrival shall be exempted from mandatory quarantine subject to validation of return/onward travel

Passenger Obligation:

The U.P. government announces the following Standard Operating Procedure (SOP) for passengers arriving from Maharashtra and Kerala at Varansi Airport.

1. Passengers need to collect their luggage from Belt no.2

2. Further they need to proceed to the Covid counter for screening.

3. Passengers carrying a negative RT-PCR testing report done within 72 hours at ICMR accredited labs shall be exempted from testing and will undergo 7 days of Home Quarantine.

4. Passengers should kindly inform about any symptoms like fever, cough or breathlessness at the counter.

5. Passengers need to submit their sample, if tested negative, passenger will undergo a mandatory 7-days home quarantine.

6. If tested positive, then kindly proceed according to the Uttar Pradesh state guidelines.

7. Symptomatic passengers will have to undergo mandatory RT-PCR testing. They will be kept in home isolation till the report comes negative. (within 24-48 hrs)

8. Rapid Antigen test will be done free of cost by the state health department.

Uttarakhand

Dehradun:

Health Screening:

1. Thermal screening shall be conducted for all passengers.

2. COVID Test will be done (free of cost) for passengers arriving from Maharashtra, Kerala, Punjab, Karnataka, Chhattisgarh, Madhya Pradesh, Tamil Nadu, Gujarat, Haryana, Uttar Pradesh, Delhi & Rajasthan. Passengers with positive COVID result will be sent to quarantine center for further processing.

Passenger Obligation:

1. It is mandatory for passengers to carry RT-PCR negative report from ICMR accredited labs done within last 72hrs. RT-PCR timeline starts from the swab collection time.

2. All passengers travelling to Uttarakhand need to register (Mandatory) on state website: http://smartcitydehradun.uk.gov.in

3. All passengers must download Aarogya Setu App.

Quarantine:

No quarantine for travelers coming to Uttarakhand with stay less than 7 days. Visitors will provide residence/stay address to authorities.

Home quarantine for visitors coming for more than 7 days.

10 days of Institutional quarantine for Army & paramilitary personal.

Govt official from state & center, Judges of Supreme & High court and other judicial officers, MP’s & MLA of Uttarakhand & support staff are exempted from quarantine.

Health Screening:

2. COVID test for symptomatic passengers.

Quarantine:

14 days of Home Quarantine for all passengers.

Exception to Quarantine:

Passengers who visit the State for a short period for purposes like business, official, trade, medical, court cases, property management or any like purposes will be exempted. Government have allowed them to visit the State for a period up to 7 days without mandatory quarantine ONLY after obtaining entry passes through covid19jagratha portal. They shall provide the details of local itinerary along with the purpose of visit and local accommodation and contact person. Any deviations from this, during visit, shall be informed to the authorities with valid reasons.

Passenger Obligation:

1. All passengers must download Aarogya Setu App

2. All passengers shall be required to register their details on https://covid19jagratha.kerala.nic.in/ and obtain e-pass.

3. Upon arrival, passengers are required to show their e-pass to the Health Officials at airport and undergo Home Quarantine for 14 days.

4. All passengers intending to visit any other State or UT after entering Kerala shall be required to have the entry pass for Kerala and the State or UT s/he intends to visit.

 

West Bengal

Bagdogra & Kolkata:

West Bengal government announces special surveillance measures for passengers coming from Maharashtra, Kerala, Karnataka and Telangana into West Bengal, click here to know more.

The West Bengal government has made it mandatory for passengers travelling from Maharashtra, Kerala, Karnataka, and Telangana to produce negative Covid-19 test reports.

Only those passengers having a negative RT-PCR report of test done within 72 hours of departure will be allowed to board the aircraft. 

Health Screening:

1. Thermal screening shall be done for all passengers

3. Symptomatic passengers shall be taken to nearest facility for COVID test

Quarantine:

1. 14 days of Self-monitoring for all asymptomatic passengers is advised.

2. For symptomatic passengers, the Health Authorities will decide the Quarantine requirement on case basis

Passenger Obligation

1. RT-PCR Negative test report done within 72 hours prior to departure is mandatory for all the Travelers coming to Kolkata from Maharashtra, Telengana, Kerala and Karnataka either on direct or via flights to Kolkata.

2. The domestic passengers from the above mentioned four States are not required to upload their Negative RT-PCR Test Report on their Air Suvidha Portal which is being exclusively used for international arrivals.

3. The Date and time of Sample collection must not be older than 72 hrs from the time of Commencement of Journey

4. Random Checks across the Domestic Terminal will be conducted by the West Bengal Govt Health Officials.

5. Children are not exempted from RT-PCR Test, Infants (0-24 months) who don’t carry a ticket are exempted.

6. Any Transfer passenger coming from the aforesaid states and going to other cities via Kolkata are also exempted provided that are not leaving the Airport Premises

7. People carrying Vaccination Certificate are also not been exempted from Testing.

8. Covid test is not available on arrival

9. All passengers must download Aarogya Setu App

10. All passengers must fill up and submit the declaration form using Sandhane App developed by H&FW Department West Bengal.

Airlines Obligation

1. The Staff of Airlines operating flights from the four States to Kolkata & Bagdogra would ensure that only passengers carrying Negative RT-PCR Tests are allowed to board.

2. During deplaning, staff is to check the Negative RT-PCR Test Report (physical or soft copy)done within 72 hours of departure.

3. Incase, any domestic air passengers arrives West Bengal without valid RT-PCR Test Report, strict penal action would be taken on the Airlines.

Ladakh

Health Screening:

1. Thermal screening shall be done for all passengers.

2. Negative COVID-19 report on arrival (not earlier than 96 hours prior to arrival) is required for all passengers arriving into Leh.

Quarantine:

1. If passengers are not carrying negative COVID report, then mandatory 7 days of home quarantine.

2. Passengers may have to be tested for COVID & if tested positive, passengers will be transferred to COVID facility for further processing.

3. If test report is negative then the passengers shall be released from mandatory quarantine.

Exception:

Personal of Defense & Central Armed Police are exempted from above provisions.

Passenger Obligation:

1. COVID negative report (not earlier than 96 hours of arrival) is MANDATORY for entry into Ladakh.

Madhya Pradesh

Indore:

Health Screening:

Thermal screening shall be done for all passengers.

Quarantine:

Not required.

Passenger Obligation:

1. All passengers must download Aarogya Setu App

2. All passengers are required to download the Indore 311 App & do a self-registration before arrival.

3. Undertaking will be taken for Home Quarantine for 14 Days incase passengers develops COVID symptoms.

4. All passenger are required update their health status on Indore 311 App for next 14 days.

5. For business travelers there is no restriction if staying less than 3 days. While exiting the airport passengers need to inform admin official about the short stay.

Maharashtra

While travelling to Maharashtra from Gujarat, Delhi-NCR, Goa, Rajasthan and Kerala, passengers will need a negative RT-PCR test.
The test report has to be done within 72 hours prior to departure.

Aurangabad:

Health Screening:

Thermal screening shall be done for all passengers

Quarantine:

No quarantine & hand stamping for asymptomatic passenger

Passenger Obligation

1. All passengers must download Aarogya setu App

2. Passenger not having RT-PCR report must undergo RT-PCR test at the airport at their own expense.

Pune:

Health Screening:

Thermal screening shall be done for all passengers.

No quarantine & hand stamping for asymptomatic passenger

Passenger Obligation:

1. It is Mandatory for passengers arriving from NCR/DELHI, Kerala, Rajasthan, Gujarat & Goa to carry RT-PCR report done not earlier than 72 hours Prior to departure.

2. Passenger not having RT-PCR report must undergo the test at the airport on arrival at their own expense.

3. RT-PCR testing is available on arrival.

4. Submit contact details with authorities, in case the test result come positive the state officials will contact.

5. All passengers must download Aarogya setu App

Shirdi:

Health Screening:

Thermal screening shall be done for all passengers.

Quarantine:

1. Symptomatic passengers shall be sent to nearest COVID Care Center

2. APHO team will put a quarantine stamp on left hand of the passenger.

3. No quarantine & hand stamping for asymptomatic passenger

Passenger Obligation:

1. All passengers must download Aarogya setu App

2. Passenger not having RT-PCR report must undergo RT-PCR test at the airport at their own expense.

3. Submit contact details with authorities, in case the test result come positive the state officials will contact.

Nagpur:

Health Screening:

1. Symptomatic passengers shall be sent to nearest COVID Care Center

2. No quarantine & hand stamping for asymptomatic passenger

1. It is Mandatory for passengers arriving from NCR/DELHI, Kerala, Rajasthan, Gujarat & Goa to carry RT-PCR test report done not earlier than 72 hours Prior to departure.

3. Infants (0-2years) are Exempted from RT-PCR testing requirement.

All international arriving passengers can get their RT-PCR test done at T2 Arrivals Lounge Area.

Passengers travelling from UK, Europe, Middle East, South Africa and Brazil:

1. Passengers arriving/transiting through flights originating from Brazil requires compulsory 7 days of institutional (hotel) quarantine on arrival irrespective of negative report pre boarding. This will apply to all the passengers belonging to Maharahstra State arriving in Mumbai international airport.

2. The passengers from other States than Maharashtra taking connecting flights after their arrival will be allowed to take flights if their RT-PCR test report is negative at the airport. Information of such travelers to be sent to respective States.

3. Continue to follow the guidelines of compulsory institutional (hotel) quarantine for 7 days for travelers arriving /transiting from UK, Middle East, Europe and South Africa and test them by RT-PCR on day 7 [Self paid].

i. If travelers are found positive/symptomatic on arrival or on day 7, shift them to Isolation facility at Seven Hills Hospital if the travelers are from UK. If the travelers are from Middle East, Europe, South Africa and Brazil, shift to G.T. Hospital or designated private hospitals [Bombay, Raheja, Hinduja and Reliance Hospitals] as per the choice of the travelers.

ii. If travelers are found negative on day 7, discharge from institutional quarantine and send for mandatory home quarantine for another 7 days with Stamp and Undertaking that they will abide by the home quarantine rules and they will be followed up by the MOsH team regularly.

iii. The contacts of those travelers who turn positive during Home quarantine or on arrival will be followed up and isolated as per previous guidelines.

4. The institutional quarantine is to be exempted on arrival with reference to the circular issued by the Director of Land Acquisition under No. Dir.LA/1447 dated 24.12.2020 and as per the guidelines under Vande Bharat Mission for the officials working in the Embassy.

5. During hotel quarantine, the designated hotels to follow SOPs of Quarantine Guidelines and do not allow passengers to go outside the hotel premises and to also follow necessary precautions within the hotel premises.

All above guidelines to be followed strictly and reports to be sent to EPID Cell [MCGM] of daily surveillance of passengers.

As per the circular by Municipal Corporation of Greater Mumbai, dated 20.03.2021 below are the exempted passengers for institutional quarantine:

1. Elderly passengers above 65 years of age.

2. Pregnant women in advanced state of pregnancy.

3. Both parents accompanying children below 5 years of age.

4. Passengers having serious illness and require immediate medical attention such as cancer,severe physical disability, mental illness, cerebral palsy on production of supporting documents and medical conditions that need admission in medical institutions immediately.

5. Extreme family distress condition i.e. father, mother, son, daughter in critical condition(On death bed), warm accident in family, death of immediate family member (only on production of convincing support documents to the airport staff)

6. Passengers who have completed their both Covid- 19 vaccine dosage (on production of both vaccination certificates and also a self-declaration in prescribed format has to be produced).

7. Medical Professionals that intend to travel for performing life saving surgery/ attending critical patients (on production of proof from the hospitals where the surgery/medical service is intended to be performed) 

Kolhapur:

Health Screening:

None

Quarantine: No quarantine & hand stamping for asymptomatic passenger

Passenger Obligation:

1. All passengers must download Aarogya setu App.

2. Passenger not having RT-PCR report must undergo RT-PCR test at the airport at their own expense.

3. Submit contact details with authorities, in case the test result come positive the state officials will contact.

Punjab

Amritsar:

Health Screening:

Thermal screening will be conducted for all passengers.

Domestic passengers need not produce any Covid-19 negative test.

Quarantine:

Domestic Passengers:

No Quarantine.

International Passengers:

International travelers arriving in Punjab to be tested by RAT kits at airport in case of unavailability of RTPCR report for test conducted within 96hrs of arrival (Pax travelling to India).Home quarantine will be there for next 07 days.

Passenger Obligation:

All passenger must register on COVA Punjab App before commencing their journey

Rajasthan

Jaipur, Jodhpur & Udaipur: 

Health Screening:

1. Thermal screening shall be done for all passengers

2. COVID test shall be done for all symptomatic passengers.

Quarantine:

1. 14 days of voluntary Home Quarantine for all passengers

2. Symptomatic passengers shall be isolated and taken to nearest health facility.

3. Passengers not having RT-PCR report, can get the test done on arrival at the airport and remain quarantined at home.

Passenger Obligation:

1. All passengers travelling into Rajasthan need to carry a negative RT-PCR test report done within 72 hours prior to departure.

2. All passengers must submit Self-Health Declaration and go through screening process.

3. All passengers must download Aarogya setu App.

Tamil Nadu

All passengers travelling to Tamil Nadu shall be required to register on State website and obtain TN e-pass- Generate e-Pass

Health Screening:

Domestic Passengers:

1. Thermal screening shall be done for all passengers

2. No Covid testing for passengers arriving from other airports in Tamilnadu.

3. Covid testing to be done to only symptomatic passengers coming from other states/UT/countries

Customers who undergo test on arrival and are.

1. Found to be positive and symptomatic – will be taken to hospital isolation.
2. Found to be negative and asymptomatic – will remain in home quarantine for 14 days.
3. Found to be negative and symptomatic – will be taken to hospital isolation and decided based on Medical Opinion.

International Passengers:

The State Government has clarified that RT PCR test is mandatory on arrival airport to the passenger’s (Including Air Crews) who are arriving from United Kingdom to Tamilnadu.

Quarantine:

Domestic:

14 days of Home Quarantine for all passengers arriving into Tamil Nadu from other states/UT.

For symptomatic passengers will be required to go for Institutional Quarantine till the time COVID test results are available, at the discretion of Health Officials. Post which they will be required to complete remaining period of 14 days of Home Quarantine.

Business travelers visiting Tamil Nadu for a short stay of 72 hours are exempt from home quarantine norms. In such cases the individual shall furnish valid return document.

Passenger Obligation:

1. All passengers travelling to Tamil Nadu shall be required to register on State website and obtain TN e-pass – https://tnepass.tnega.org/

2. All passengers must download Aarogya Setu App

Bihar

Passengers travelling to Bihar from Kerala, Maharashtra, and Punjab need to carry RT-PCR negative Test report done within 72 hours prior to departure. For more information Click here.

No Thermal screening will be conducted upon arrivals at Patna.

Quarantine:

All passengers arriving from Maharashtra, Kerala & Punjab to Bihar with a negative RT-PCR certificate will have to remain quarantined for 10 days.

District Magistrates obligation:

Passenger Obligation:

1. It is mandatory for passengers arriving from Kerala, Maharashtra, and Punjab to carry RT-PCR Negative Test Report done within 72 Hours Prior to departure.

2. Passengers not carrying Negative RT-PCR must not be allowed to board from origin from the above three states.

3. Infants (0-24 months) are Exempted from testing.

4. RT-PCR testing is available on arrival.

5. All passengers must download Aarogya Setu App.

Tripura

Health Screening :

1. COVID test shall be done for all arriving passengers. The test will be done by state health officials & the test is free of cost.

2. Thermal screening shall be done for all passengers.

Quarantine :

All Symptomatic passenger shall undergo 14 days Quarantine.

Asymptomatic passengers are exempted from quarantine.

Passenger Obligation:

1. Bangladesh Passport holders intending to enter Bangladesh can do so via Akhaura check-post. S/he will be transported to Akhaura check-post in special transport on payment basis

2. All passengers must download Aarogya Setu App

Assam

Effective from 9th April 2021. All passengers arriving into Assam from Mumbai and Bengaluru will have to mandatorily carry a negative RT-PCR report. For more information Click here.

2. It is mandatory for all passengers coming into Assam need to conduct a swab or antigen test on arrival.

Quarantine:

1. Any passengers experiencing COVID symptoms can get tested at any of the designated hospitals.

All passengers must download the Aarogya Setu App.

Regulations for passengers arriving from Mumbai and Bengaluru:

1. It has been made mandatory for passengers arriving from Mumbai and Bengaluru into Assam to carry RT-PCR negative report, conducted within 72 hours prior to undertaking the journey.

2. The RT-PCR test report should be verifiable using QR codes or otherwise.

3. Any passenger from Mumbai and Bengaluru who arrives without satisfactory RT-PCR test report will have to undergo paid COVID-19 testing at the airport and will wait in designated location inside airport premises at his own expense till his test result is available.

4. If the test report is positive the passenger will shift to home isolation or hospital, as per treatment protocol.

5. Infants (0-2 years) are exempted from testing.

6. RT-PCR testing is available on arrival.

7. Passengers are urged to follow COVID protocols like wearing masks, maintaining social distancing & hand sanitization in larger public interest.

Airlines Regulation:

The Airport staff shall ensure that the boarding passes to the passengers arriving from Mumbai and Bengaluru are issued only if they are carrying RT-PCR negative certificate not older than 72 hours.

Mizoram

All Passengers need to have valid m-pass which can be obtained by applying online on State website: Generate m-Pass

Aizawl:

Health Screening:

Passengers without negative COVID report from ICMR recognized lab will be subjected to screening at medical counter at entry point by RAPID ANTIGEN TEST.

Thermal screening shall be done for all passengers.

Quarantine:

NO QUARANTINE for those reaching Mizoram with an RT-PCR, TRUENAT/CBNAAT negative report (from ICMR recognized lab) not earlier than 96 hours from arrival.

No sample testing needed for children 1 year and below

Passenger Obligation:

Carry RT-PCR, TRUENAT/CBNAAT negative report (from ICMR recognized lab) not earlier than 96 hours from arrival.

All Passengers need to have valid m-pass which can be obtained by applying online on State website : https://mcovid19.mizoram.gov.in/

Passengers with valid m-pass will be allowed to board the flights for AJL.

Airlines Obligation: Check if passenger is having m-pass before boarding the flight. This is to be done at all Departing airports where scheduled departures are planned for AJL.

Nagaland

Health Screening:

Thermal screening will be conducted for all passengers

Quarantine:

07 days of Institutional Quarantine followed by 14 days of Home Quarantine for all passengers

Exception to Institutional Quarantine:

Below categories of passengers shall be exempted from Institutional Quarantine subject to 28 days of Home Quarantine with active surveillance

1. Person above the age of 60 years,

2. Children & parents of children 10 years & below

3. Pregnant women & accompanying spouse
